TITLE: Senior Project Officer_ Kunming
TEAM/PROGRAMME: Health/ Yunnan
LOCATION: Kunming, Yunnan
GRADE: Grade 4 with FESCO welfare package
CONTRACT LENGTH: 24 months
Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
To work alongside Project Manager to ensure effective implementation of the strategy and the development of child health projects, reforming and building our existing health work and external relationships in Yunnan, particularly Early Childhood Care and Development (0-3 years old) and Newborn and Child Survival projects. This will include project work to improve access to and quality of primary health services for marginalised rural children and raising public awareness of key health issues in Yunnan.
SCOPE OF ROLE:

Dimensions: Save the Children has been working in mainland China since the early 1980s. In collaboration with local communities, partners, and government, we work to ensure that all children, regardless of their background or abilities, receive quality services in China. Our programme works across five thematic sectors: child protection, child rights governance, education, health, and humanitarian response.

KEY AREAS OF ACCOUNTABILITY:
To implement the Early Childhood Care and Development (0-3 years old) project in Yunnan and assist in producing high quality internal and external reports to donors and media.
To prepare and submit budgets for the project activities to the line manager regularly, to authorise limited expenditure in line with the project budget and agree on the most effective management of the budget to achieve the project goals.
To monitor the progress of the project through regular project site visits and by the development of effective monitoring and evaluation systems for this project with advice from the Programme Quality and Development Team and in coordination with the various partners.
To work closely together with partners on implementing and further developing the project as well as on improving relevant policies and practices related to the project through advocacy and communications.
To strengthen partnership with various partners to facilitate the implementation of projects and sustainability into the future when Save the Children hands over the project.
To assist Health Project Manager in monitoring the progress and expenditure of other health projects in Yunnan.
To contribute to the communications needs of the organisation, suggesting reports and case studies that will support fundraising or other needs.
To assist line manager in building capacity of health project team, developing new projects and funding proposals, establishing and maintaining relationship with various working partners at provincial and local level.
To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and the Save the Children Yunnan Programme.
To support the effective integration of child rights, child participation and protection principles into projects.
To comply with the requirements of Save the Children’s child safeguarding and other policies.

QUALIFICATIONS AND EXPERIENCE
A professional qualification at degree level e.g., early childhood care and development, public health, nursing, preventive medicine, maternal and child health and social work; or substantial work experience in health, early childhood care and development and social work.
Strong willing to explore and learn new things.
Clear logical thinking.
A minimum of three years’ work experience in related field, preferably in NGOs.
Ability to effectively communicate with people of different backgrounds.
Ability to plan, lead and implement project activities.
Demonstrated project cycle management skills.
Strong analytical skills and report writing ability.
A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines.
Willing and be able to travel extensively and regularly to project sites and within China.
Fluent in English and Mandarin both spoken and written.
An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.
A commitment to team working and understanding of how to contribute to this.
Ability to work independently.
Previous experience with an NGO in early childhood care and development or health related projects.
Knowledge and experience of working with government.
