JOB TITLE: Senior Project Officer

Grade: 4

LOCATION: Beijing

Type of Contract:  Fixed Term

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.

ROLE PURPOSE:

To implement, develop and manage Early Childhood Care and Development (ECCD) Project/s to promote high quality ECCD service for vulnerable and marginalised children.

SCOPE OF ROLE:

Reports to: Beijing Programme Coordinator

Direct Reports:  0

If this role is a budget holder, approximately how much budget is the role managing: around 2m CNY

Financial Approval:When delegated

External Representation: Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts

Travel:

Occasional (up to 5 days per month)

Key accountabilities

  Implement and manage the ECCD project/s, build up and maintain partnership/s at local sites, and assist to produce high quality project reports;

  Regularly monitor and review project progress to ensure that all project activities are achieved on time

  Work closely with the Programme Quality and Development (PDQ) Team to develop and execute project MEAL plan properly to ensure the quality of the project implementation;

  Promote compliance with key financial controls, standards and authority limits, as well as partnership financial management controls, process and report and identify key risks and control areas of financial operation system and management;

  Regularly monitor and review all project expenditures to minimize budget overspending or underspending;

  Assist to develop budgets for funding proposals, and work closely with financial team to prepare and produce financial reports, in line with required standards/formats by the due date;

  Undertake activities related to financial auditing and other special requests related to finance management or grant management;

  Contribute to the organisation’s communication needs, with high quality intermediate activity reports and/or case studies; and contribute to the data collection for Total reach every year;

  Perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and the Save the Children China programme;

  Support the effective integration of child rights, child participation and protection principles into projects;

Comply with the requirements of Save the Children’s child safeguarding and other policies.

Person specification

  A minimum of two-year project management experience in a related field, preferably in development area.

  Strong research knowledge and skills will be a plus.

  Strong communication skills.

  An energetic and proactive approach to work both independently and co-operatively within a team setting, with good time management and the ability to prioritise tasks and meet deadlines.

  Knowledge and experience of working with government.

  Paying attention to details, patient, and a pleasant manner.

  Fluent in English and Mandarin both spoken and written.

  An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.

  A commitment to support for cross-organisational initiatives and to team working and understanding of how to contribute to this.

  Ability to operate within a predominantly administratively self-servicing environment.

Education:

A master degree or Bachelor Degree with extensive experience in the related area/s.
