Save the Children is committed to ensuring that all our personnel and programmes are absolutely safe for children.

We undertake rigorous procedures to ensure that only people suitable to work with children are allowed to join our organisation and all candidates will be therefore be subject to this scrutiny.

Background

Save the Children works in more than 120 countries. From emergency relief to long-term development, we help children to achieve a happy, healthy and secure childhood. We listen to children, involve children and ensure their views are taken into account. We want to bring immediate and lasting changes in children’s lives, ensuring that all children survive, learn and are protected from violence. Save the Children has been working in China for over two decades. It is registered as a representative office of an overseas foundation with the Ministry of Civil Affairs, and reached over 1m children in 2014.

We provide immediate relief to affected children and families in the form of child-friendly emergency supplies, such as child-sized protective clothing, feeding bowls, and utensils, as well as blankets, torches, and makeshift shelters.  In the crucial moments before more comprehensive healthcare can be secured, we distribute hygiene essentials such as washbasins, towels, soap, and toothbrushes/toothpaste to families.  We also provide breastfeeding mothers with the facilities necessary to keep feeding their babies, and offer nutritional supplements to young children.

Overcoming Distress: In order to ensure the emotional well-being of children in the face of trauma, we train caregivers to provide the necessary emotional support to children following a disaster.  Our proprietary Psychosocial First Aid intervention teaches children to process their grief and anger in healthy and productive ways.  Given the chance to play, talk, and express their feelings in a safe and receptive environment, children have a better chance at reclaiming a sense of normalcy to their lives.

Returning Children to School: We gather and distribute resources to aid schools and early childhood care centres in reopening as soon as possible.  In order to engage our youngest victims, we provide educational toy kits, and facilitate the training of early childhood care professionals through playgroups.  Our HEART (Healing and Education Through the Arts) program encourages children to express and regulate their emotions through activities such as painting, sculpting, dancing.  By exercising their minds and bodies in guided endeavours, children learn to cope with stress and improve their self-esteem, while improving their cognitive, social, and physical skills.

KEY AREAS OF ACCOUNTABILITY: 

Project Lead

-            As the emergency response project lead in China, responsible for managing successfully all the emergency response projects on time with high quality.

-            To lead the development of Humanitarian and DRR projects in close liaison with national strategies.

-            Raise Save the Children’s profile in China, and in region regarding Humanitarian Response and DRR.

Technical Support

-            Responsible for improving Humanitarian Response and DRR technical knowledge and capacity in the Country Office.

-            Provide technical supports to project implementation team in terms of development, review and initial implementation of projects.

-            Review internal/external reposts in technical contents and provide feedback and suggestions.

-            Develop basic standard/ facet information, toolkits, monitoring and evaluation to assist emergency / DRR project staff to deliver quality project.

Implementation

-              Coordinate with both technical and implementation teams to ensure project proposals are designed and implemented to include practical and workable approaches, evidenced by high quality demonstrated DRR results.

-            Responsible for mounting appropriate and timely respond to emergencies in line with global SCI emergency goal and benchmarks.

-            Ensure the learning materials, policies, operational research and good practice documentation are stored, sorted and shared on timely basis among Humanitarian and DRR, Child rights governance project staff

·         Training/ Capacity building

-            Contributes to building the capability of China’s humanitarian civil society actors.

·         International focal point

-            Responsible for working with HR for China Country Office for Asia emergency roster.

External:

Government, Partners, Donors, Project beneficial and community members. 

QUALIFICATIONS AND EXPERIENCE

Essential:

·         Certain experience of emergency response.

·         At least 5-year experience in project/programme budgeting, implementation, monitoring, review and evaluation preferably from a child rights approach, ideally in disaster risk reduction and humanitarian response work, prefer international NGOs.

·         Strategic thinking and planning skills, including ability to set SMART objectives, agree priorities and evaluate impact.

·         Ability to communicate effectively at a high level with a range of appropriate styles for different audiences, in Chinese and English.

·         An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.

·         Experiences working with high level government agencies and academics on policy issues related to emergency response and DRR. 

Desirable:

·         Master’s degree on policy, DRR, Humanitarian Response, human rights, social science or equivalent fields.

·         Knowledge and experience of working with government

·         Experience of working in emergency response projects
