TITLE:  Senior Project Officer

LOCATION: Guangzhou

TEAM/PROGRAMME: ASST

CONTRACT LENGTH: 3 years

POST STATUS: Unaccompanied

CHILD SAFEGUARDING:

Level 1:  the post holder will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore a police check will not be mandatory for this post unless the content of the post changes, in which case the Child Safeguarding level should be reviewed.

ROLE PURPOSE:

The senior project officer will be responsible for managing the ASST project and making strategy planning in Guangdong.

SCOPE OF ROLE:

Reports to: Senior Project Officer

Staff reporting to this post: N/A

Budget Responsibilities: 120,000 GBP per year

Role Dimensions: complexity

KEY AREAS OF ACCOUNTABILITY :

·       To take lead on the management of ASST project in Guangzhou and Shenzhen, contributing to design, planning, budgeting, monitoring and evaluation;

·       To take lead on high quality donor reports and funding proposals;

               ·       To take lead on preparation of project budgets, financial reports and      forecasts and in monitoring and strengthening financial accountability at      project management level;

·        Develop and maintain relationships with different local stakeholders, including government, civil society organization, local corporates and media. In order to strengthen ASST work and to share both technical and financial resources in the interests of greater efficiency and effectiveness;

              ·         Provide technical support and work with partners on implementing the project, and      strengthen partners’ capacity to enable sustainability into the future      when Save the Children hands over the project;

              ·         Ensuring monitoring, evaluation, accountability and learning is effectively      incorporated into the project design and planning;

              ·         To comply with the requirements of Save the Children’s child safeguarding and other      policies;

To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team.

QUALIFICATIONS 

A professional qualification at least bachelor degree or equivalent in a related subject such as education, social work, psychologysociology, communication, advertising and or other related subject.

EXPERIENCE AND SKILLS

  • A minimum of three  years’ working or service experience with migrant youth and corporates.

  • Knowledge of  project planning and the project management cycle.

  • Strong communication, analytical and negotiation skills, and be willing to communicate with people of different backgrounds.

  • An energetic  and proactive approach with the ability to work both independently and co-operatively within a team setting.

  • A flexible  approach to work with good time management skills and the ability to priorities work and meet deadlines.

  • Willing and be able to travel extensively and regularly.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
