TITLE: Senior Project Officer
TEAM/PROGRAMME: Child Poverty
LOCATION: Urumqi
GRADE: Grade 4
CONTRACT LENGTH: Fix Term
CHILD SAFEGUARDING:
Level 3: the role holder will have contact with children and/or youth either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Mainly responsible for youth development project MEAL work in Xinjiang, including developing monitoring plan monitoring tools and reports, also supporting with project implementing by regular monitor visits. Supporting with ASSIT MEAL work at national level.
SCOPE OF ROLE:
Reports to: Project Manager
Dimensions: Save the Children has been working in mainland China since the early 1980s. In collaboration with local communities, partners, and government, we work to ensure that all children, regardless of their background or abilities, receive quality services in China. Our programme works across five thematic sectors: child protection, child rights governance, education, health, and humanitarian response.

KEY AREAS OF ACCOUNTABILITY:
Responsible MEAL work for ASST project in Xinjiang, including developing MEAL plan, monitoring tools as well as regular monitoring visit to project sites.
Management support to ASST project community based project wok, including annual plan development, implementing as well as budgeting.
Leading coordinating and supporting with internal and external midterm and final evaluation.
· To develop high quality project MEAL reports with updating indicators.
Support to development and documentation of ASST project models, including best practice documentation, Cases and Videos etc.
· Work closely with national ASSIT team on MEAL related work.
· To support project manager with developing new funding proposals with MEAL aspects.
To provide necessary support to other project in Xinjiang office when required, such as MEAL plan developing and internal evaluations.
QUALIFICATIONS AND EXPERIENCE
Essential
A professional qualification at Bachelor level. E.g. education, social work public management or statistics.
A minimum of three years’ work experience in a social development related field
Ability to effectively communicate with people of different backgrounds, including in rural areas of project sites.
Excellent professional analytical skills.
Good report writing skills.
An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.
A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines.
Able to carry out all appointed work in a non-political and non-discriminatory manner.
Willing and be able to travel extensively and regularly to project sites and within China.
Fluent in English and Mandarin both spoken and in written.
An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.
A commitment to support for cross-organisational initiatives and to team working and understanding of how to contribute to this.
Ability to operate within a predominantly administratively self-servicing environment.
Desirable With monitoring or social work background.
