TITLE:  Project Officer (School based)  Empowering Ethnic Minority Youth Project

TEAM/PROGRAMME: Child Poverty 

LOCATION: Urumqi/Yining

GRADE: Grade 5

CONTRACT LENGTH:Fix Term


CHILD SAFEGUARDING:

Level 3 :  the role holder will have contact with children and/or youth either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE:

Implementation role of youth development project in Xinjiang, including develop plan, implement, regular monitor of project progress, budget monitoring, develop and maintain partnership relation with field level government sectors as well as local NGOs, with the support from child protection manager in Xinjiang and ASSIT Technical Advisor in Beijing.


SCOPE OF ROLE:

Reports to: SC Xinjiang programme Child Protection Manager

 

Dimensions: Save the Children has been working in mainland China since the early 1980s.  In collaboration with local communities, partners, and government, we work to ensure that all children, regardless of their background or abilities, receive quality services in China.  Our programme works across five thematic sectors: child protection, child rights governance, education, health, and humanitarian response.

KEY AREAS OF ACCOUNTABILITY:

  • Mainly responsible for school based project activity design and implementing to achieving the project goals.

  • Managing the project progress with planning, implementing, budgeting, monitoring and evaluation.

  • Conducting trainings and workshop for stakeholders (etc. local partners, school staff, and social workers), facilitating training workshop planning, coordination and delivery.

·To develop high quality project reports.

  • To development and documentation of project models, training curriculum and related material.

  • Project implementation promoting school youth participation

·         Work closely with national ASSIT team in China programme to promote the youth development work in and out of Xinjiang.

·         To support project  manager in developing new funding proposals

  • To provide necessary support to other work when required


QUALIFICATIONS AND EXPERIENCE

Essential

  • A professional qualification at Bachelor level. E.g. education, management, or social work.

  • A minimum of one years'work experience in a social development related field, e.g. teaching or education projects, preferably working experience in the area of      youth development in NGOs.

  • Ability to effectively communicate with people of different backgrounds, including in rural areas of project sites.

  • Excellent professional and personal communication skills and analytical skills.

  • Good report writing skills.

  • An energetic and proactive approach with the ability to work both independently and co-operatively      within a team setting.

  • A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines.

  • Able to carry out all appointed work in a non-political and non-discriminatory manner.

  • Willing and be able to travel extensively and regularly to project sites and within China.

  • Fluent in English and Mandarin both spoken and in written.

  • Experience in-group training, preferably using participatory methodologies.

  • An understanding of and commitment to, the aims of SC as an organisation working for social      change and active in the promotion of the rights of the child.

  • Ability to operate within a predominantly administratively self-servicing      environment.

 

Desirable With education or social work background.
