TITLE:  Finance Consultant

TEAM/PROGRAMME: Finance consultant of  Xinjiang Programme

LOCATION:  Urumqi/ Xinjiang Uyghur Automos Region

CONTRACT LENGTH: 10 month


ROLE PURPOSE:

Providing efficient and effective financial support and expertise to the provincial programme, ensuring high standards of accuracy, accountability and transparency in all financial matters.


SCOPE OF ROLE:

Reports to: China finance leader & XJ PM

Staff reporting to this post: 0

Budget Responsibilities: 0

Role Dimensions:

•     Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts

•       Regular contact of basic factual information

KEY AREAS OF ACCOUNTABILITY :

   Fulfill the daily financial issue & monthly financial review on time

   Update all the actived Sof loader & DEA loader for Xinjiang project on time & Ensure timely production of financial reports and support budget holders on regular monitoring and review of all programme expenditures to minimize budget overspending or underspending.

   Support the project staff in developing budgets for funding proposals and work closely with budget holders in the preparation of financial reports for various donors for all programme and project activities in line with required standards/formats by the due date.

   Check the financial payment vouchers to ensure accurate description and budget coding with proper supporting documents and authorised within the agreed/set limit in accordance with the approved budget prior to any payments being made.

   Fulfil the task relating to financial accounting system to compliance with month /quarter/ year end check list within due date.

   Fulfil  the master budget forecast of Xinjiang office

   Undertake financial documents binding &  files management, ensure daily financial documents are filed safely.

   Support in preparing financial documents for auditing test check, Undertake other activities related to special requests related to finance or grant management.

Other tasks and temporary back up tasks when needed


QUALIFICATIONS 

•At  least 3 years experience in related field

•Bachelor Degree (3 years + education post-secondary school) in accounting or economic major

EXPERIENCE AND SKILLS

•Strong personal organisational skills, including appropriate judgement, time management, and ability to meet deadlines and work under pressure

• Good English communication skills, both written and verbal

• Willingness to travel to field offices and work in difficult environments according to travel requirements

• Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children

• Commitment to and understanding of Save the Children’s aims, values and principles

• Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
