TITLE:  Senior HR Officer

TEAM/PROGRAMME: HR

LOCATION: Beijing, China

GRADE: 4

CONTRACT LENGTH: Fix Term

POST STATUS: National

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

This position is to provide and effective HR expertise and support China programme in both emergencies and development programming contexts, in order to achieve overall programme development goals.In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: National HR Manager

Staff reporting to this post: No

Budget Responsibilities: No

Role Dimensions: work with China Program&Asia Region Office HR team, communicate with all staff,  in liaise with HR Agency and government office.

KEY AREAS OF ACCOUNTABILITY :

·         To ensure the implementation of Save the Children’s Human Resource Policies and Procedures and ensure these comply with local law and regulations and maintain SCI values.

·         To support the implementation of China programme human resource strategies.

·         To participate in updating and modifying organisational HR policies.

·         Take charge of  recruitment activities and ensure that recruitment and selection practices are consistent with SCI policy and good practice.

·         To maintain HR records and update personnel files regularly, accurately and confidentially, including HRIS, learning management system, contract status, HR report, organizational chart, training record and other staffing information and database.

·         To organize and deliver orientation and induction programmes for new staff members

·         To work with managers to identify learning and development goals and organise resources to ensure staff receive training and development to help meet them.

·         Organise culture activites to Country Office staff.

To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team and the Save the Children China programme

QUALIFICATIONS 

·         Certificate of Bachelor degree or above.

            ·         English certificate.

EXPERIENCE AND SKILLS

Essential:

·         3~4 years work experience in an HR-related field, preferably in recruitment and training.

·         A good understanding of and familiarity with China Labour Law and relevant regulations.

·         Good English communication skills, both written and verbal.

·         Excellent communication skills and the ability to maintain confidentiality where appropriate.

·         Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

·         Willingness to travel to field offices and work in difficult environments according to travel requirements.

·         Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

Desirable

          ·         Willingness and capability to comply with all relevant Save the Children policies and procedures                       with respect to health and safety, security, equal opportunities and other relevant policies,                                 including the Child Safeguarding Policy.
