TITLE: Child Protection National Lead
CONTRACT LENGTH: 2 years
POST STATUS: National
Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check will be required (at ‘standard’ level in the UK or equivalent in other countries).
As a member of the Program Development, Quality and Advocacy team, this Child Protection National Lead is responsible for leading the development of a high quality and innovative child protection program that delivers immediate and lasting change for children in China.
In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Budget Responsibilities: None permanently
Role Dimensions: regular field travel required, as well as high level representation with officials from central government ministries as well as other relevant strategic partners and stakeholders.
KEY AREAS OF ACCOUNTABILITY :
o Provide strategic vision and direction to the child protection program in Save the Children China.
o Take a lead role in finalizing and updating the Child Protection Thematic Strategy and related indicators, ensuring alignment with Save the Children’s global child protection program.
o Input on Country Annual Plans and the Country Strategy as appropriate through providing guidance to program implementation protection staff, helping in the consolidation of the protection work into a coherent whole, and providing feedback and co-ordination with key protection staff.
o Monitor and evaluate progress toward objectives through regular assessments
o Be part of Save the Children’s regional and global Child Protection networks and providing strategic input to regional and global thinking on child protection on an as needs basis.
Lead development and growth of protection program
o Ensure that all countrywide protection initiatives are in alignment with Child Protection country strategy and follow Save the Children’s Theory of Change.
o Lead on the design of cost effective, innovative and high quality child protection proposals working closely with member technical advisors, and program implementation and donor relations and awards management teams.
Technical Assistance and Program Quality
o Directly provide or procure child protection technical support and advice to project teams as needed.
o Provide regular monitoring of child protection strategy indicators, in addition to child protection global indicators and feeding this learning back into project design and implementation.
o Work closely with Save the Children regional and global technical advisors to ensure our technical approaches are in alignment with regional and global initiatives.
o Develop basic standards/fact information and toolkits to assist protection project staff to deliver quality protection project/program with essential tools and better understanding of the topic.
o Review internal and external reports in technical contents provide feedback and suggestions of improvements to relevant colleagues.
o Balance the needs/requests of Save the Children members, donors, and external partners to ensure quality project results.
Partnerships and external representation
o Position Save the Children as a leading organization in child protection in China.
o Develop and maintain a network of external experts on child protection practice and policies, with the aim to advance policy impact and change, in particular coordinating the relationship with relevant divisions of the Ministry of Civil Affairs.
o Represent Save the Children at a senior level, actively network to promote SC perspectives and building relationship that helps to facilitate the success of our projects.
Management of key national initiatives and advocacy efforts
o Oversee the management of key national child protection initiatives, and coordinate national level relationships, in particular with the Ministry of Civil Affairs as well as with key influencers.
o Lead the development of child protection advocacy priorities and strategies, in close coordination with child protection project team and the Communications team.
o Initiate, facilitate and/or manage research (of a high enough quality to publish) that can maximize the impact of Save the Children’s work on child protection.
o Prepare key policy briefing documents for positioning Save the Children on child protection issues.
o Present at conferences and external meetings with aim to advance advocacy for child protection policies.
Knowledge Management and Learning
o Initiate and coordinate capacity-building activities for key child protection program staff, including identifying external training opportunities, and organizing peer learning groups and seminars.
o Strengthen technical expertise by keeping up to date and incorporating learnings from key research initiatives and regional/global trends related to child protection.
o Ensure the learning materials, child protection related policies, operational research and good practice documentation are stored, sorted and shared on timely basis among child protection and child rights governance program staff.
o Present the child protection program overall progress, strategies, learning and good practices in extended SMT meetings.
Other Support as agreed with line manager
o The post-holder may be required to lend support to activities beyond the scope of this job description, for instance providing support to an emergency response or delegating for a colleague. This will be discussed and mutually agreed.
o Master’s egree in law, policy, child protection, human rights, social work, social science or equivalent fields.
3-5 years working experiences with preferably experiences on program development, monitoring and evaluation, policy research and advocacy in a given or broader field related to child protection.
EXPERIENCE AND SKILLS
o Knowledge of project management cycle and experience in project design and proposal development.
o Advanced fluency in both Chinese and English.
o Passionate about helping children who are victims of or at risk of harm.
o Excellent listening and inter-personal skills; ability to work well with disadvantaged and diversified populations.
o High level of self-awareness and willingness to take criticism as an opportunity for growth.
Experiences working with high-level government agencies and academics on issues related to child protection is desirable
