JOB TITLE: Sichuan Area Manager

TEAM/PROGRAMME:  Program Operations

LOCATION: Chengdu, Sichuan

Number of Positions: One

Grade: 2

Type of Contract:  Fixed

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.

ROLE PURPOSE:

The role holder will be in charge of Sichuan Area Office daily operation. S/he will be responsible for planning, directing, coordination, implementation, monitoring and reporting of all awards/projects (humanitarian and development) implemented through field office to project sites. S/he will ensure all Save the Children’s policies applied in local context, which include program, finance, supply chain, HR, safety and security, Admin, IT, Child Safe Guarding and Fraud prevention, etc. S/he will be the representative of the organization to establish and maintain good relationship with local government authorities, key institutions and partners. 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly; including collecting first-hand information for decision making, negotiation and collaboration with NGO emergency response platform, effective planning and implementing for disaster management.

SCOPE OF ROLE:

Reports to: Program Operations Director

Financial Approval:

·         Scheme of delegation under 35,000 USD

External Representation:

·         Interpersonal contact regular and varied in both oral and written forms. Negotiation and representation with senior level representatives including government decision makers, donors, and wider SC community.

Travel:

·         Frequent (over 6 days per month)

KEY ACCOUNTABILITIES:

Strategy development and operationalization

·         Work with team member to develop and review Sichuan Area Office implementation strategy to align with Save the Children China Country Strategic Plan 2019-2021.

·         Disseminate implementation strategy to the Donor Relationship and Awards Management team and Program Development, Quality and Advocacy team for developing fundraising plan.

Program development and implementation

·         Support team members to work with thematic leads in proposal development.

·         Provide overall supervision on project implementation including activity implementation and budget monitoring.

·         Support program teams in developing appropriate project management tools, such as Detailed Implementation Plans, Phased Budgets, etc.

·         Identify potential risks during implementation, such as delay and underspend, and lead internal problem-solving oriented discussions including cross-functional ones.

·         Through DRAM team, ensure communication with Member and Donor during project implementation and in time progress updates.

 

Operational platform establishing and supervision

·         Ensure a fit-for-purpose, cost efficient and sustainable operational platform in Sichuan Area Office is in place and working efficiently.

·         Ensure projects are implemented in line with Save the Children’s mandatory policies, such as finance, supply chain, HR, safety and security, Admin, IT, Child Safeguarding and Fraud prevention, etc.

·         Ensure implementing partners apply Save the Children’s key policies, such as finance, supply chain, Child Safeguarding and Fraud prevention, according to partnership arrangement.

·         Identify operational risks at regional level such as security issues.

 

Knowledge management and dissemination

·         Ensure MEAL (monitoring, evaluation, accountability and learning) is functional in Sichuan Area Office.

·         Ensure qualified donor report produced and submitted in time.

 

Networking and advocacy

·         Establish, develop and maintain active and regular good working relationships with key local government authorities, institutions and partners at provincial level.

·         Provide networking support in health, DRR, protection and education in provincial and national level.

·         Disseminate good practice and learning to key stakeholders in provincial and national level.

·         Represent Save the Children to interpret organizational values, principles and working experiences in high-level networking activities and to high-level partners.

QUALIFICATIONS

·         Bachelor Degree in economics, development, international relationship, social science or equivalent fields. Master degree is desirable.

·         At least 5 years’ experience in program implementation and 5 years of management experience.

EXPERIENCE AND SKILLS

Essential

·         At least 5 years’ experience in program implementation and 5 years of management experience.

·         Knowledge of Chinese government policies, structures, technical working groups, and processes.

·         Experience working with senior government officials.

·         Previous experience in building team capacity (providing coaching and mentoring).

·         Impeccable writing skills in Mandarin Chinese, fluent in English.

·         Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.

·         Computer skills, especially Microsoft Office.

·         Strong interpersonal skills and proven ability to create an environment, which encourages team working.

·         Excellent interpersonal, communication and representation skills.

·         Demonstrated ability to work effectively in a multi-cultural setting with a wide variety of stakeholders.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

·         Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.

 

Desirable

Understanding of issues central to Save the Children’s work (Education, Child Health, Child Protection).

·         Experience in engaging government, through using research and analysis for constructive policy engagement.

Previous experience of working for an international NGO, a multilateral organisation, or an international business.
