TITLE:  Monitoring Evaluation Accountability and Learning Senior Officer (MEAL Senior Officer)

TEAM/PROGRAMME:  PDQA

LOCATION: Area Based, Shanghai/Guangzhou

GRADE: 4

CONTRACT LENGTH: 2 years

POST STATUS: National

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

Save the Children is looking for four energetic and proactive individuals with a passion for strengthening learning in organization, with experience of monitoring and evaluation, or of research and statistics, to work closely with implementation team in area offices. 

The primary objective of the post holders is to set up and implement a robust monitoring, evaluation, accountability and learning system within the area office for improvements in the quality of programs. The post holders shall ensure that all relevant staff are acquainted with SC MEAL system and KPIs, and support and follow up on implementation of action points from local improvement plan. As part of the MEAL team, post holders will contribute to MEAL framework development.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Role Dimensions: external representation with community stakeholders, frequent travels (10 -15 days/month)

KEY AREAS OF ACCOUNTABILITY :

MEAL system in area office

o   Working together with relevant technical leads and programme implementation colleagues, provide MEAL technical support at project inception stage, including on the development of Monitoring and Evaluation Plans for projects, the selection/development of M&E tools, and baselines.

o   Provide MEAL technical support throughout project implementation including by supporting monitoring visits in the program areas as per the agreed plan,the monitoring the quality of program interventions against the minimum standards, and the collection of physical evidence as per M&E plan.

o   Conduct regular independent field visit for MEAL purposes, produce and share high quality reports on regular basis to relevant colleagues in line with the standard protocols.

o   Provide technical support on data collection associated with reporting requirements on Total Reach, Global outcome indicators, evaluation overview etc.

o   Ensure that program staff at area office have clear understanding on program accountability to children and communities through training and coaching.

o   Support regular consultations of community members and partners, consolidate feedback into periodic reports, ensure that these are circulated and that lessons learnt are reflected upon.

o   Ensure that complaints and feedback from the communities and beneficiaries are registered properly and communicated properly to different levels for response as per the standard protocols.

o   Follow up and support for the investigation of serious complaints and feedback as and when needed as per the established protocol.

o   Contribute to the establishment of a learning culture: compile periodic MEAL reports specific to area offices, ensure these are shared and reflected upon in area office, and that action plans for addressing the quality gaps are developed and followed up.

Work with MEAL team to develop China CO MEAL Framework and ensure to update project staff in area office.

QUALIFICATIONS  

l  Bachelor degrees in economics, development studies, statistics or related social sciences.

l  At least 3 years’ experience in related field or project implementation.

EXPERIENCE AND SKILLS

 

Essential

 

Technical skills

o    At least 3 years’ experience in related field or project implementation.

o    Ability to collect and process data, to analyse information, evaluate options and to think and plan strategically.

Communication:

o    Excellent interpersonal and communication skills.

o    Demonstrated ability to work effectively with a wide variety of stakeholders.

o    Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.

o    Strong English communication skills, both written and verbal.

General:

o    Commitment to and understanding of Save the Children’s aims, values and principles.

o    Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.

o    Willingness to travel to field and work in remote environments according to travel requirements.

o    High level of self-awareness and willingness to take criticism as an opportunity for growth.

Desirable

o    Technical skills, knowledge and experiences on program design using various logical modules including log-frames, result framework etc., are desired.

                   o     Having knowledge, experiences and conceptual understanding on accountability, especially to communities and                                beneficiaries, is desired.
