Consultancy title: Inclusive Education Social Worker Tutor

Location: Kunming.

Level 2: either the consultant will have access to personal data about children and/or young people as part of their service


Background

In August 2016, the State Council issued the "Outline for the 13th Five-Year Plan for Accelerating the Well-off Process for the Disabled", which clearly stated that "we must vigorously promote integrated education (inclusive education) and establish a support system for regular classes." In order to promote the realization of the compulsory education right of Children with Disability (CWD), Save the Children and Kunming College of Preschool Education and Special Education (Yunnan Special Education Resource Center) selected Kunming Wuhua District as the pilot area of the Inclusive Education Project. Mainly relying on Kunming Wuhua District Xinmeng School (Yunnan Peizhi Special Education Resource Center and Wuhua District Special Education Resource Center) as the project implementation unit, and carrying out the pilot work of Inclusive Education, which is based on the establishment of a support system.

 

In order to promote the integration of Inclusive Education resources in Wuhua District and improve the overall implementation capacity, the project innovatively involve the social community organization-Kunming More for Baby mental health center (Moreforbaby) to build a whole intervention ecosystem for Children with disability ( CwDs).

 

After two years cooperation, it’s time to introduce a social worker tutor to this ecosystem as Moreforbaby will greatly improve their capacities and the CwDs and their parents will benefit from this service as well.


urpose

1.    Improve the social community organization- Moreforbaby’s capacity on case management ability (theory and direct practice and services) and providing CwDs Parents’ psychological counseling and intervention.

2.    Guide MFB to implement the case work process through various form such as, monitoring visit, team workshop, training, monitoring report, etc.

3.    Support Moreforbaby to develop an integrated case work process and work flow in IE system.

 

Consultant Tasks

1.    According to MFB’s capacity, arrange trainings or workshop

2.    3 days per month monitoring visit while Moreforbaby is doing case visit. Organize team discussion after every monitoring visit.

3.    Record the working process of Moreforbaby, and submit an 8-month monitoring report at the end of the year.

4.    Introduce or build an integrated case work process for Moreforbaby.

 

Expected Outputs

1.    Regularly monthly monitoring visits with Moreforbaby, 3 days per month in each semester.

2.    2 tailored training workshops in 2019. One-day per workshop.

3.    A 8-month monitoring report and support Moreforbaby to finalize the case work process and work flow.

 

Person Specifications required:

1.    Based in Kunming, Kunming center area is preferable.

2.    Excellent in English speaking, reading and writing

3.    At least 3 years’ experience in Case Management as a senior social worker, if the case is CwDs that would be preferable
