TITLE:  Education Advisor

TEAM/PROGRAMME: Program Development and Quality (PDQ)

LOCATION: Beijing

GRADE: Level 3

CONTRACT LENGTH: 2 years


CHILD SAFEGUARDING: (select only one)

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE:

As a  member of the Program Development and   Quality team, the Education Advisor is responsible  for leading the development of high quality and innovative education program including providing early childhood care and development, imparting social emotional skills, strengthening school safety, improving the quality of inclusive education for children with disabilities to deliver immediate and lasting change  for deprived children aged 0-14 in China.

The role may be required to offer support in a humanitarian response situation.

Staff directly interacting with this post: Director of Program Development and Quality, Director of Programme Implementation, education project staff in education programmes across China; communication team; donor relation team, monitoring and evaluation team, SCI technical Advisors.

External interacting with this post:

Ministry of Education, Universities and Research Institutions, International and domestic NGOs, project schools


KEY AREAS OF ACCOUNTABILITY :

Strategic  Planning

lSupport the National  Education Lead to provide strategic vision and direction for basic education program in Save the Children  China

lAccording to  the Country Strategy for 2019-2021 and through coordination with provincial teams and with other members of the PDQ, to ensure the achievement of its goal and   objectives while tracking progress against indicators.  Year on year progress will be assessed against the strategy’s yearly milestones

lSupport  national education lead to ensure that all country-wide initiatives are in alignment with the Program Strategy and follow Save the Children's Theory of Change

lBe part of Save the Children's regional and global networks and providing strategic input to regional and global thinking on MIYCN as mothers and children's basic needs.

 Lead development  and growth of the Program

lLead on the  design of cost  effective, innovative and high quality basic education project proposals working closely with member  technical advisors, and program implementation and donor management teams

lSupport strategically important projects aiming to experiment with new intervention models, generate effective tools and experiences for future replication.

lInitiate and maintaining partnership and communications with the relevant department in Ministry of Education, existing education platforms at national level and academic institutes to mobile resources, communicate success, and bring about policy advocacy for the   Program

lWorking with   colleagues, positioning Save the Children as one of the leading organizations in education in China, including representation of the program at   national and international conferences and external events

lAssisting the   Donor Relations team as needed with external   representation and donor communications

Technical   Assistance and Programme Quality

lDeveloping, commission and/or manage research (of a high enough quality to publish) that can maximize the impact of Save the Children’s work on the Program.

lDirectly providing or procuring technical support and advice for baseline and end evaluations, development of packages for trainings, etc. at program and project level.

lRegular monitoring of the Program Strategy indicators, in addition to global indicators and feeding this learning back into project design and   implementation 

lWorking closely with Save the Children regional and global technical advisors to ensure the programs technical approaches are in alignment with regional and global initiatives

lIn cooperation  with Head of Monitoring Evaluation Accountability and Learning (MEAL) to  develop indicators and M&E tools that assist the project staff to deliver quality project and create data to inform future program development and application to project proposals.

lReview of internal and external reports, with an emphasis on technical contents, and provide feedback and suggestions for improvement to colleagues.

Management of key Advocacy Efforts

lTo lead the development of advocacy priorities and strategies in close liaison with the project team and the Communications team

lPrepare key policy briefing documents for positioning Save the Children on issues

lTrack and  maintain an up-to-date mapping of government and private sector developments in the field, including changes to policy and investment, and track their   impact upon the program and its advocacy efforts

Knowledge   Management and Learning

lInitiate and coordinate capacity building activities for key program staff, including identifying external training opportunities, and organizing peer learning groups and  seminars

lStrengthen technical expertise by keeping up to date on the global debate, and incorporating learning from key research initiatives and regional/global trends to activities and program development.

lEnsure that learning materials, related policies, operational research and good practice documentation are stored, sorted and   shared on a timely basis

lDocument, share and present the program overall progress, strategies, learning and good practices on internal and external platforms.

QUALIFICATIONS 

 

Master in Education, preferably related to child development psychology, early learning, teaching pedagogy, teacher development, curriculum development.

Masters in Social Studies or Sociology with practical working experiences in education-related sector  will also be considered.


EXPERIENCE AND SKILLS

 

Essential:

lAt least 5 years working experiences that related to education such as teacher training, curricuclum development, education research, policy studies, psychological support/consoling, education project management. 

lKnowledge of project management cycle and experience in program strategy development, project design and proposal development.

lStrong strategic thinking and analytical skills to interpret and present the program strategy, approaches and results.

lAbility to lead the thought and guide the program team through constructive interaction and communications.

lRecommended advanced fluency in both Chinese and English.

lHave a high self-awareness, self-driven and taking initiatives, being innovative.

 

Desired:

lIn-depth understanding of education issues, government policies related to rural children, left behind children, migrant children and child safety in schools.

lExperiences working with high level government education department, academics.

lConnection with existing platforms of NGOs, research organizations  home and abroad.


Additional job responsibilities
