TITLE:  Senior Project Officer

TEAM/PROGRAMME: Child Poverty

LOCATION: Shanghai

GRADE: 4

CONTRACT LENGTH:

2 years

POST STATUS: National

 

CHILD SAFEGUARDING: (select only one)

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE: To plan, implement, develop and monitor Adolescents’ Skills for Successful Transition (ASST) Project, with the support from Shanghai Program Manager and local partners per agreed strategies and policies.

 

SCOPE OF ROLE:

Reports to: Shanghai Area Manager

Staff reporting to this post: 1 (An officer might be hired later if needed and approved.)

Financial Approval: Yes

Budget Responsibilities:

Role Dimensions:

Ÿ   Regular contact of basic factual information

Ÿ   Regular contact of detailed explanations of policy, regulations, programs, services and representation of SCI at the local level or with mid-level counterparts

Ÿ   Over 5 days per month travel

 

KEY AREAS OF ACCOUNTABILITY:

Ÿ   To take lead on the implementation of Child Poverty and Education activities, contributing to design, planning, budgeting, monitoring and evaluation;

Ÿ   Conduct and/or coordinate necessary mappings and analysis on labor market, youth needs and employers’ requirement and identify opportunities to promote evidence-based measures

Ÿ   Build and nurture strong partnerships across employment and education sectors to advance the youth employment and education issues in Shanghai

Ÿ   To keep and maintain strong relationships with various partners to facilitate the implementation of project;

Ÿ   Responsible for the related project training workshop planning, coordination and delivery;

Ÿ   Work closely with PDQ to ensure implementation of Child Poverty and Education strategies and work plans, including developing project models, training curriculum and teaching material;

Ÿ   Collaborate with the MEAL team to monitor the progress and evaluate the effectiveness of project implementation. Work closely with Finance and Administration to ensure effective operation of Child Poverty and Education projects.

Ÿ   To prepare high quality donor reports and funding proposals, project budgets, financial reports and forecasts and in monitoring and strengthening financial accountability at project management level;

Ÿ   Become aware of current policy and practices regarding local situation at national and provincial levels;

QUALIFICATIONS 

Bachelor degree or above

 

EXPERIENCE AND SKILLS

 

Essential

Ÿ   A professional qualification in the areas of development studies, education or social work;

Ÿ   A minimum of three years' work experience in an education and youth employment related field;

Ÿ   Willingness to travel to field and work in difficult environments according to travel requirements;

Ÿ   Excellent personal organizational skills, including time management, and ability to meet deadlines and work under pressure.

Ÿ   Effectively communicate with people of different backgrounds, including in rural areas;

Ÿ   Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children;

Ÿ   Strong people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas;

Ÿ   Carry out all appointed work in a non-political and non-discriminatory manner;

Ÿ   Commitment to and understanding of Save the Children's aims, values and principles

Ÿ   Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy

Ÿ   Excellent personal organizational skills, including time management, and ability to prioritize work, meet deadlines and work under pressure

 

Desirable

Ÿ   Good English communication skills, both written and verbal

Ÿ   Good report writing and analysis skills;

Ÿ   Past working experience in the area of youth development in NGOs.
