TITLE:  Senior Project Officer

TEAM/PROGRAMME: Child Protection

LOCATION: Xinjiang Urumqi

GRADE:  4

CONTRACT LENGTH: 2 years.

POST STATUS:  National

 

CHILD SAFEGUARDING:

Level 3 the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 

ROLE PURPOSE:

Overall management role of Girl Protection project in Xinjiang, including make plan, implement, regular monitor of project progress, budget monitoring, develop and maintain partnership relation with all level government sectors as well as local NGOs, with the support from child protection manager in Xinjiang and Technical Advisor in Beijing.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

 

SCOPE OF ROLE:

Reports to: Xin Jiang Protection Project Manager

Role Dimensions:

•      An understanding of and commitment to the aims of SC as an organisation working for social change and active in the promotion of the rights of the child.

•      Working in Kasgar of Xinjiang

•      Developing and mataining effective partnership with related government sector, local NGOs  school and external consultant ect.

•      Work closely with national and other protection team in China programme to promote child protection work in Xinjiang.

 

KEY AREAS OF ACCOUNTABILITY:

•      Managing the project progress with planning, implementing , monitoring and evaluation

•      Project budget managing with developing budgets, financial reports and forecasts and in monitoring and strengthening financial accountability at project management level;

•      Conducting trainings and workshop for stakeholders (etc. local partners, school staff, social workers), facilitating training workshop planning, coordination and delivery;

•      To develop high quality external  reports and external contacts.

•      Provide technical support for project partners and monitor the progress of the project through regular project site visits;

•      To development and documentation of project best practise and models, inlucidng training curriculum and related material;

•      Push forward the project implementation promoting school and community protection system established, as well as strenghing the child rights and child participation within the projects;

•      Work closely with national and protection team in China programme to promote the child protection work in Xinjiang.

•      To support protection manager in developing new funding proposals and budget.

QUALIFICATIONS 

•      A professional qualification at Bachelor level. E.g. psychology, laws or social work;

•      A minimum of three years’ working experiences in related areas

•      Ability to effectively communicate with people of different backgrounds

•      An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.

•      A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines.

•      Able to carry out all appointed work in a non-political and non-discriminatory manner.

•      Willing and be able to travel extensively and regularly to project sites and within China.

 

EXPERIENCE AND SKILLS

Essential

•      Fluent in English and Mandarin both spoken and in written

•      Good computer skills

•      Good report writing skills

Desirable

Fluent in local ethnics minorities language both of spoken and in written;

 

Additional job responsibilities

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
