JOB TITLE: Health Program Manager 

TEAM/PROGRAMME:  Program Operations

LOCATION: Beijing

Number of Positions: One

Grade: 3

 

Type of Contract:  Fixed

 

CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.

 

ROLE PURPOSE:

The role holder will lead Save the Children’s health and nutrition projects especially focuses on newborn health project and breastfeeding promotion project. S/he will be responsible for planning, directing, coordinating, implementing, monitoring and reporting of health and nutrition projects as the primary budget holder. S/he will ensure all Save the Children’s policies applied to relevant stakeholders, such as partners and suppliers, in terms of finance, supply chain, HR, Child Safeguarding and Fraud prevention policy, etc. S/he will be the representative of the organization to establish and maintain good relationship with government agencies, institutions and partners.

 

The role holder will co-lead the development of a high quality and innovative child Health and Nutrition program that delivers immediate and lasting change for children in China, ultimately contributing to Save the Children’s Breakthrough: “No child dies from preventable causes before their fifth birthday.” S/he will to drive the growth of the health portfolio in terms of liaising with Member and donor, and consolidate and disseminate good practices among national and international audience.

 

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly; including collecting first-hand information for decision making, negotiation and collaboration with NGO emergency response platform, effective planning and implementing for disaster management.

 

SCOPE OF ROLE:

Reports to: Program Operations Director

Staff reporting to this post: 0-1

Financial Approval:

· Scheme of delegation under 75,000 CNY

External Representation:

· Interpersonal contact regular and varied in both oral and written forms. Negotiation and representation with senior level representatives including government decision makers, donors, and wider SC community.

Travel:

·  Frequent (over 10 days per month)

 

KEY ACCOUNTABILITIES:

Program implementation

· Implement newborn health project and breastfeeding promotion project in terms of developing implementation plan, budget phasing, procurement plan, and monitoring plan.

·  Support field office newborn health team to develop detailed implementation plan and operation.

·  Sufficiently support local partners to implement on ground activities and manage budget and activity progress with field office.

·  Ensure all Save the Children’s policies applied by partners during implementation.

·  Take the role of primary budget holder in terms of providing overall supervision on project implementation including activity implementation and budget monitoring.

·  Identify potential risks during implementation, such as delay and underspend, and lead internal problem-solving oriented discussions including cross-functional ones.

·  Prepare donor report and work with Donor Relationship and Awards Management team to liaise with Save the Children Member.

 

Resource mobilization

·   Work with Program Development Quality and Advocacy team to develop health and nutrition proposal and ensure program design aligns with national strategic plan.

·   Represent Save the Children to disseminate good practice and learning in health and nutrition to key stakeholders.

·  Support the Donor Relations and Awards Management team in establishing and maintaining good donor relations for the Health and Nutrition portfolio.

 

Knowledge management and dissemination

· Liaise with Save the Children International technical assistant team to ensure the China strategy is informed by lessons learnt in other settings.

· Lead newborn health project research and evaluation plan development, including reviewing TOR, tools and reports.

· Review and document good practice of health and nutrition program.

· Be part of Save the Children’s regional and global Health and Nutrition networks and providing strategic input to regional and global thinking on health and nutrition as needed.

·  Work closely with Save the Children regional and global technical advisors to ensure our technical approaches are in alignment with regional and global initiatives

Partnerships

· Develop and maintain a network of external experts on health and nutrition practice and policies, with the aim to advance policy impact and change,

· Maintain a solid relationship with key stakeholders in the field, including the National Health Commission, Maternal and Child Health Association, independent research parties, UN agencies and (I)NGOs, etc.

 

Advocacy

·   Represent Save the Children at a senior level, actively network to promote Save the Children evidence-based key messages, and building relationships to achieve greater impact for children. In particular, coordinate the relationship with relevant divisions of the National Health Commission and key influencers.

·    Co-lead the development of the health and nutrition advocacy strategy, in close coordination with the health and nutrition project team and the Communications team.

·    Initiate, facilitate and/or manage research (of a high enough quality to publish) that can maximize the impact of Save the Children’s work on health and nutrition.

·   Prepare key policy briefing documents for positioning Save the Children on health and nutrition issues.

·   Present at conferences and external meetings with aim to advance health and nutrition issues.

QUALIFICATIONS

·         Master Degree in medicine, nutrition, public health, health policy, global health or equivalent health and nutrition fields. Field working experience and research background are desirable.

·         At least 5 years’ experience in program implementation, monitoring and evaluation, policy research and advocacy in a given or broader field related to health and nutrition.

EXPERIENCE AND SKILLS

Essential

·         At least 10 years’ experience in program design and implementation.

·         Knowledge of Chinese government policies, structures, technical working groups, and processes.

·         Experience working with senior government officials.

·         Impeccable writing skills in Mandarin Chinese, fluent in English.

·         Ability to work collaboratively with colleagues across the organization developing effective working relationships to deliver outstanding results for children.

·         Computer skills, especially Microsoft Office.

·         Excellent interpersonal, communication and representation skills.

·         Demonstrated ability to work effectively in a multi-cultural setting with a wide variety of stakeholders.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

·         Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.

 

Desirable

·         Experience working with high-level government agencies and academics on health and nutrition related issues.

·         Experience in engaging government, through using research and analysis for constructive policy engagement.

·         Previous experience of working for an international NGO, a multilateral organisation, or an international business.
