TITLE:  Senior Project Officer

TEAM/PROGRAMME: Programme Operation/ECCD

LOCATION: Shanghai

GRADE: 4

CONTRACT LENGTH: Fix Term

POST STATUS: National


CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE:

To lead the design and implementation of the Early Childhood Care and Development (ECCD) project in Shanghai per agreed strategies and policies.

Role Dimensions: The role is the first point of contact for basic information, staff, partners, suppliers and finance related to the ECCD project in Shanghai.


KEY AREAS OF ACCOUNTABILITY :

1. Take lead on the design and implementation of the Shanghai ECCD project, including activity planning, financial management, monitoring and evaluation, in line with Save the Children China’s program management requirements, financial requirements and donor requirements;

2. Develop and maintain strong relationships with various partners for the effective implementation of the project activities;

3. Ensure timely and effective communication with external stakeholders, International Technical Advisor and different departments within Save the Children;

4. Design, organize and/or conduct related project training workshops, including planning, coordination and delivery;

5. Develop information, education and communication (IEC) materials (e.g. training curriculum and teaching materials) as needed for the project;

6. Prepare timely and high-quality donor reports and funding proposals;

7. Be creative in problem solving and think strategically when designing and planning for ECCD project activities;

8. Keep abreast of current education policy and practices regarding ECCD at global, national, provincial and district levels;

9. To support the effective integration of child rights, child participation and protection principles into projects;

10. To comply with the requirements of Save the Children’s child safeguarding and other policies;

11. To perform other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the ECCD project.

QUALIFICATIONS 

Certificate of bachelor degree or above with major in ECCD, education, public administration, social work, psychology or health. At least 3 years’ full-time work experience in related fields.


EXPERIENCE AND SKILLS

Essential

1. At least 3 years’ full-time work experience in education, social work or other NGO work-related fields, with preference in ECCD;

2. Proven ability to take lead on project management, including design, planning, financial management, monitoring and evaluation;

3. Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure;

4. Willingness to travel to fields and work in difficult environments according to travel requirements;

5. Proven ability to manage a team and create an environment which encourages team work;

6. Proven ability to develop and maintain strong relationships with various partners;

7. Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children;

8. Srong Chinese and English communication skills, both written and verbal;

9. Knowledgeble about the topic of ECCD and education for vulnerable children in China;

10. Commitment to and understanding of Save the Children’s aims, values and principles;

11. Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.

 

Desirable

1. At least 3 years’ full time experience in ECCD;

2. Proven ability to work with young children (0-6 years old);

3. Proven ability to be a good trainer for child workers (for 0-6 years olds).

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
