TITLE:  Child Protection Advisor

TEAM/PROGRAMME:
Programme Development Quality Advocacy Department (PDQA)

LOCATION: Beijing

GRADE: Grade 3

CONTRACT LENGTH: Fix Term

POST STATUS: National

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.


ROLE PURPOSE: 

As a member of the Programme Development Quality and Advocacy team, the Child Protection Advisor is responsible for participating in and supporting the development and implementation of high quality and innovative child protection programs including child protection system strengthening, child protection services professionalism, as well as awareness raising activities.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

Role Dimensions:

SC China Staff directly interacting with this post: Director of PDQA, Director of Programme Operations, Child Protection project staff across China; Communication team; Donor Relations and Awards Management Department, Monitoring and Evaluation staff;

SCI and member staff directly interacting with this post: SCI and SC member technical Advisors;

External interacting with this post: Ministry of Civil Affairs; Civil Affairs deparment of different levels; Universities and Research Institutions; International and domestic NGOs.

KEY AREAS OF ACCOUNTABILITY : 

Strategic Implementing and Planning

l  Support the Child Protection National Lead in providing strategic vision and direction for child protection programs in SC China

l  According to the Country Strategy Plan (CSP) for 2019-2021 and through coordination with provincial teams and with other members of the PDQA team, ensure the achievement of goals and objectives while tracking progress against milestones

l  Support Child Protection National Lead in ensuring that all country-wide initiatives are in alignment with the CSP and follow Save the Children’s Theory of Change

Knowledge Management and Learning

l  Contribute to summarize and disseminate child protection pratices of SC China in country with key external stakeholders as well as within SCI

l  Strengthen technical expertise of child protection programs by keeping up to date on the global debate, and incorporating learning from key research initiatives and regional/global trends to program development and implementation

l  Ensure that summary products of child protection programs, learning materials, related child protection policies, operational research and good practice documentation are stored, sorted and shared on a timely basis

Technical Assistance and Program Quality

l  Directly provide or procure technical support and advice for baseline and end evaluations

l  Work with the Monitoring, Evaluation, Accountability and Learning (MEAL) team to provide support on project monitoring, indicator development and monitoring tools development for common approaches

l  Review of internal and external reports, with an emphasis on technical contents, and provide  feedback and suggestions for improvement to colleagues

l  Co-lead the development and alignment of key technical and training materials of child protection programs

l  Apply new media, online learning and new technique in delivering capacity building initiatives

Communication and Campaign

l  Support the Communication Department for public awareness raising and campaign work

l  Support the Communication Department to develop information, education, and communication materials on child protection

Development and growth of the Program

l  Contribute to the design of cost effective, innovative and high quality child protection project proposals working closely with member technical advisors, and program implementation and donor relationship management teams

l  Initiate and maintain partnership and communications with the relevant external partners to leverage resources, communicate success, and bring about policy advocacy for the program

l  Assisting the Donor Relations team as needed with external representation and donor communications

Implement national activities of child protection program with good quality

QUALIFICATIONS 

Master in social work, social studies, or Sociology, preferably related to child development psychology, child protection, curriculum development

EXPERIENCE AND SKILLS

Essential

l  At least 5 years working experiences that related to child protection and social work, such as research on child protection in China, case management and supervision, positive discipline in school or at home, psychological support/consoling, child protection project management, etc.  

l  Knowledge of project management cycle and experience in program strategy development, project design and proposal development

l  Familiar with Minor Protection in China, such as child protection in school, rural left-behind children and children living in difficutlies, etc. 

l  Strong strategic thinking and analytical skills to interpret and present the program strategy, approaches and results. 

l  Recommended advanced fluency in both Chinese and English

l  Self-motivate and self-driven and taking initiatives, being innovative

l  Good inter-person skills and be a team worker

Desirable 

l  Experiences working with government and academics

l  Experiences with qualitative and quantitative researches

Connection with existing platforms of NGOs, research organizations and abroad
