Consultant Title: ASST Project Evaluation Consultant
Location: Shanghai
CHILD SAFEGUARDING:
Level 3: the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.
BACKGROUND
CHN_Accenture - Transferable Life Skills Project is one of the Adolescent Skills for a Successful Transition (ASST) Program in Save the Children, which aims to support deprived youth from vulnerable backgrounds with low education, enabling them to acquire skills and competences for pursuing their employment aspirations and a decent life in a supportive environment.
From 01 Sep 2019 to 31 Aug 2020, the project CHN_Accenture - Transferable Life Skills targets migrant children and adolescents enrolled in migrant primary schools (9-10 years old). Implemented in Shanghai, this innovative project is aiming at providing human skills to nearly 100 migrant students in 2 primary schools and complement the training with digital skills.
Project evaluation is conducted to assess outcomes and outputs of migrant children caused by the project during a time frame of 12 months as well as to assess the effectiveness of key interventions in terms of supporting beneficiaries’ active involvement in digital future. The project background, evaluation scope, key questions, intended methodology, reporting and governance, key deliverables and timeframes for its implementation are provided in the Annex One: Terms of Reference for Research and Evaluation for CHN_Accenture-Transferable Life Skills.
SCOPE OF EVALUATION
This evaluation is being conducted at the end of the project. The whole project is being evaluated and the focus of the evaluation will be assessing if the project achieve its intended outcomes set in the Monitoring, Evaluation, Accountability and Learning (MEAL) Plan (see Annex Two: MEAL Plan of CHN_Accenture - Transferable Life Skills) as well as looking at the relevance, effectiveness and sustainability of the project. For the first focus, the evaluation will review the tools used for assessing the outcomes in the MEAL plan and refine the tools accordingly. For the second, the evaluation will answer the key evaluation questions by using both qualitative and quantitative methods.

CONSULTANT DELIVERABLES
The evaluation deliverables and due dates are outlined below. The Evaluation team lead will advise SC project manager and MEAL senior officer immediately of any risks or issues that may impact on their ability to provide the deliverables by these due dates.

PERSON SPECIFICATIONS REQUIRED:
1. Proven academic ability to take lead on project evaluation, including evaluation tool development, data collection and process, and report development on due schedule;
2. Ability to work collaboratively with key stakeholders of Save the Children for understanding stakeholders’ needs as well as collecting qualitative and quantitative data;
3. Excellent Chinese communication skills and English written skills;
4. Knowledgeable about the topic of education for migrant children in urban areas of China;
5. Years’ full-time or part-time work experience in education, social work or other NGO work related field;
6. Commitment to and understanding of Save the Children’s aims, values and principles when process evaluation;
