TITLE:  Health and Nutrition National Lead

TEAM/PROGRAMME:  PDQA

LOCATION: Beijing

GRADE: 2

CONTRACT LENGTH: fix term contract

POST STATUS: national position

CHILD SAFEGUARDING: 

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

 


ROLE PURPOSE:

As a member of the Program Development, Quality and Advocacy team, the Health and Nutrition National Lead is responsible for leading the development of a high quality and innovative child Health and Nutrition program that delivers immediate and lasting change for children in China, ultimately contributing to Save the Children’s Breakthrough: “No child dies from preventable causes before their fifth birthday.”


Save the Children’s health and nutrition work in China covers interventions in the fields of Maternal. Newborn and Reproductive health (MNRH), Child Health (CH), and Maternal, Infant, and Young Child Nutrition (MIYCN). The role is also expected to significantly contribute to shaping broader integrated interventions targeting early childhood development for 0-3 years old. 

The Health and Nutrition National Lead will lead the development of the national health strategy for the new country strategic plan period (2022-2024), drive the growth of the health portfolio, maintain and grow solid relationships with national partners (including, but not limited to, the National Prematurity Programme) and consolidate and disseminate good practices among national and international audience. 


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and to adapt working hours accordingly.



SCOPE OF ROLE:

Reports to: PDQA Director

Staff reporting to this post: no direct report

Indirect : Health team in program implementation

Budget Responsibilities: According to SOD

Role Dimensions: regular field travel required, as well as high level representation with officials from central government ministries and other relevant strategic partners and stakeholders.

 


KEY AREAS OF ACCOUNTABILITY : 

Strategic Planning

  • Provide strategic vision and direction to the health and nutrition program in Save the Children China.

  • Take a lead role in finalizing and updating the health and nutrition strategy and related indicators, ensuring alignment with Save the Children’s global health and nutrition program.

  • Input on Country Annual Plans and the Country Strategy as appropriate through providing guidance to program implementation health staff, helping in the consolidation of the health and nutrition work into a coherent whole, and providing feedback and co-ordination with key health and nutrition staff.

  • Monitor and evaluate progress toward objectives through regular assessments, in particular through the Milestones review process.

  • Be part of Save the Children’s regional and global Health and Nutrition networks and provide strategic input to regional and global thinking on health and nutrition as needed.

Health and Nutrition Program Development

  • Ensure that all health and nutrition projects are aligned with the health and nutrition country strategy and follow Save the Children’s Theory of Change.

  • Lead on the design of cost effective, innovative and high quality health and nutrition proposals, working closely with Save the Children international technical advisors, with other relevant PDQA team members, as well as with all relevant Save      the Children China teams (Programme Implementation, Donor Relations and Awards Management, Finance).

  • Support the Donor Relations and Awards Management team in establishing and maintaining good donor relations for the Health and Nutrition portfolio.

Technical Assistance and Program Quality

  • Directly provide or procure health and nutrition technical support and advice to project teams as needed, in health projects, but also across education and protection to facilitate integrated programming.

  • Provide regular monitoring of health and nutrition strategy indicators, in addition to health and nutrition global indicators and feeding this learning back into project design and implementation.

  • Work closely with Save the Children regional and global technical advisors to ensure technical approaches are in alignment with regional and global standards.

  • Develop basic standards/factsheets/toolkits to assist health and nutrition project staff to deliver quality programs, thanks to essential tools and a better understanding of the topic.

  • Review internal and external reports on health and nutrition and  provide feedback and suggestions for improvements to relevant colleagues.

Partnerships

  • Develop and maintain a network of external experts on health and nutrition practice and policies, with the aim to advance policy impact and change,

  • Maintain a solid relationship with key stakeholders in the field, including the National Health Commission, Maternal and Child Health Association, independent research parties,  UN agencies and (I)NGOs, etc.

  • Together with the Partners Engagement Officer, undertake a review of potential partners in the field of health and nutrition.

Advocacy

  • Position Save the Children as a leading organization in Maternal. Newborn and Reproductive health (MNRH), Child Health (CH), Maternal Infant, and Young Child Nutrition (MIYCN) in China.

  • Represent Save the Children at a senior level, actively network to promote Save the Children evidence-based key messages, and building relationships to achieve greater impact for children. In particular, coordinate the relationship with relevant divisions of the National Health Commission and key influencers.

  • Lead the development of the health and nutrition advocacy strategy, in close coordination with the  health and nutrition project team and the Communications and Campaigns team.

  • Initiate, facilitate and/or manage research (of a high enough quality to publish) that can maximize the impact of Save the Children’s work on health and nutrition.

  • Prepare key policy briefing documents for positioning Save the Children on health and nutrition issues.

  • Present at conferences and external meetings with aim to advance health and nutrition issues.

Knowledge Management and Learning

  • Initiate and coordinate capacity-building activities for health and nutrition program staff, including identifying external training opportunities, and organizing peer learning groups and seminars.

  • Strengthen technical expertise by keeping up to date and incorporating learnings from key research initiatives and regional/global trends related to health and nutrition.

  • Ensure the learning materials, health and nutrition related policies, operational research and good practice documentation are stored, sorted and shared on timely basis among relevant colleagues.

  • Present the health and nutrition program overall progress, strategies, learning and good practices in extended SMT meetings.

QUALIFICATIONS 

  • Master’s degree in healthcare, public health, global health, or health policy.

  • Above 5 years working experiences with preferably experiences on program development, monitoring and evaluation, policy research and advocacy in a given or broader field related to health and nutrition.


EXPERIENCE AND SKILLS

Essential

  • Knowledge of project management cycle and experience in project design, monitoring and evaluation.

  • Advanced fluency in both Chinese and English.

  • Excellent listening and inter-personal skills; ability to work well with disadvantaged and diversified populations.

  • High level of self-awareness and willingness to take criticism as an opportunity for growth.

  • Experience working with high-level government agencies and academics on health and nutrition related issues

Desirable

  • Experience in mobile health.

  • Understanding of gender programming
