TITLE:   (Senior) Project Officer

TEAM/PROGRAMME: Youth Development

LOCATION: Shanghai

GRADE: 5

HEADCOUNT: 1

CONTRACT LENGTH: Fix Term

POST STATUS: National only

CHILD SAFEGUARDING:

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To manage Save the Children’s youth development programme in China.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Head of Programme Operations, Youth development

Staff reporting to this post: TBD

Budget Responsibilities: TBD

Role Dimensions:

Regular contacts with external stakeholders such as governmental and community partners, children, young people, parents, other community members, other NGOs, donors, and academic institutions

KEY AREAS OF ACCOUNTABILITY :

·         To be responsible for the management of youth development project in China, contributing to design, planning, budgeting, monitoring and evaluation;

·         To be responsible for high quality donor reports and funding proposals;

·         To be responsible for the preparation of project budgets, financial reports and forecasts and in monitoring and strengthening financial accountability at project management level;

·         To develop and maintain relationships with different local stakeholders, including government, civil society organization, local corporates and media in order to strengthen youth development work and to share both technical and financial resources in the interests of greater efficiency and effectiveness;

·         To provide technical support and work with partners on implementing the project, and strengthen partners’ capacity to enable sustainability into the future when Save the Children hands over the project;

·         To ensure monitoring, evaluation, accountability and learning is effectively incorporated into the project design and planning;

·         To comply with the requirements of Save the Children’s child safeguarding and other policies;

·         To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team.

QUALIFICATIONS 

 

A professional qualification at least bachelor degree or equivalent in a related subject such as education, social work, psychology, sociology, development, communication, advertising and or other related subject.

EXPERIENCE AND SKILLS

Essential

·         The candidate must obtain an undergraduate degree in social sciences or a related field. For senior poject officers, a minimum of three years’ working experience with migrant youth, corporates, education, social work or other NGO work-related fields is required.

·         Knowledge of project planning and the project management cycle.

·         Strong communication, analytical and negotiation skills, and be willing to communicate with people of different backgrounds.

·         An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.

·         A flexible approach to work with good time management skills and the ability to priorities work and meet deadlines.

·         Willing and be able to travel extensively and regularly.

·         Fluent in English and Mandarin, both spoken and written with good proposal writing skills.

·         An understanding of and commitment to, the aims of Save the Children as an organization working for social change and active in the promotion of the rights of the child.

·         Able to carry out all appointed work in a non-political and non-discriminatory manner.

·         A commitment to support for cross-organizational initiatives and to team working and understanding of how to contribute to this.

·         Ability to operate within a predominantly administratively self-servicing environment.

 

Desirable

·         Experience in project planning and the project management.

·         Experience in child development work or INGO.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
