MEAL (M&E, Accountability and Learning) Intern

TEAM/PROGRAMME: Programme Development and Quality

LOCATION:  Beijing


Child Safeguarding:

Level 3 - the responsibilities of the post may require the post holder to have regular contact with or access to children or young people


KEY AREAS OF ACCOUNTABILITY:

National Level M&E

-       Contribute to national MEAL reporting and planning, including related to global indicators, chid participation, total reach, evaluation overview, KPI, and etc. 

National Level Accountability and Learning

-       Support MEAL Specialist in learning and knowledge management, including managing national database, analyse national data to feedback to ESMT, and promoting cross office learning through joint evaluation, assisting the establishment of national MEAL working group

-       Support MEAL Specialist in strengthening accountability in our program design and implementation, with a focus on feedback and response system 

Program Design M&E

-       Support MEAL Specialist to develop/adapt practical M&E indicators and tools that are appropriate for SC China’s programs

-       Work closely with the MEAL Specialist to ensure appropriate M&E processes in place to meaningfully measure achievement and progress toward programme goals and results

Project level design, monitoring and evaluation support

Assist independent internal evaluations including baseline, midterms and final project evaluations (as requested by project teams and approved by line manager)

Essential

·         A professional qualification at undergraduate level or equivalent in social sciences or related field

·         Very strong research/analytical skills and a good understanding of a range of methods for monitoring, evaluation and assessment to promote evidence-based learning. Experience in commissioning or managing such research and evaluation.

·         Excellent data management skills, and strong ability to analyse complex data and summarise it for a range of different audiences, and the experience using SPSS for data processing

·         Experience of coordinating work across line management boundaries to deliver on objectives. Ability to build support from staff across teams, and to build the capacity of others

·         Sound strategic thinking and planning skills, including ability to think creatively and innovate and to set priorities, manageable work plans and evaluate progress

·         Experience of policy development within organisations and the proven ability to influence senior management

·         Ability to communicate effectively at a high level with a range of appropriate styles for different audiences, including the ability to write and edit at a level suitable for publication in Chinese and English

·         An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child

·         A commitment to support for cross-organisational initiatives and to team working and understanding of how to contribute to this

·         Ability to operate within a predominantly administratively self-servicing environment

Desirable

·         Rich experience in the fields of international development, human rights or social policy, and an understanding of issues of programme learning, policy formulation and advocacy in different cultural and political contexts
