Child Safeguarding Statement for Adverts

TITLE:  Project Officer, 0-6

TEAM/PROGRAMME:  0-6 DICSR Programme

LOCATION: Kunming

GRADE: Grade 5

CONTRACT LENGTH: 2 years

POST STATUS:

National only

CHILD SAFEGUARDING: (select only one)

Level 3:  the post holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To plan, implement, develop and monitor early childhood care and development (ECCD) project(s), with the support from Project Manager, Senior Project Officer and local partners per agreed strategies and policies.

In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

SCOPE OF ROLE:

Reports to: Project Manager, 0-6

Staff reporting to this post:

Direct: none

Indirect : none

Budget Responsibilities: none

Role Dimensions: (e.g. complexity, relationships, communication with stakeholders)

          Regular contact of basic factual information;

          Over 6 days’ travel per month;

          Challenging working environment when travelling to the project sites (remote rural villages and communities with dangerous road condition, poor accommodation and meals).

KEY AREAS OF ACCOUNTABILITY :

          To support the implementation of the project activities, contributing to design, planning, budgeting, monitoring and evaluation;

          Provide technical support for project partners and monitor the progress of the project through regular project site visits;

          To support the Project Manager/Senior Project Officer in the planning and preparation of high quality donor reports and funding proposals.

          To assist the Project Manager/Senior Project Officer in preparation of project budgets, financial reports and forecasts and in monitoring and strengthening financial accountability at project management level;

          To assist the kindergartens and communities together to establish child rights and child participation awareness within the projects;

          To develop relationships between project team and various partners to facilitate the implementation of project;

          Become aware of current policy and practices regarding local situation at national and provincial levels.

QUALIFICATIONS 

·        Master’s Degree in ECCD, education, or other related social science fields.

EXPERIENCE AND SKILLS

 

Essential

·         A professional qualification in the areas of ECCD, education;

·         Ability to effectively communicate with people of different backgrounds, including in rural areas of project sites;

·         Excellent professional and personal communication skills, and analytical skills;

·         Fluent in English and Mandarin (both spoken and written);

·         An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting;

·         A flexible approach to work with good time management skills and the ability to prioritise work and meet deadlines;

·         Able to carry out all appointed work in a non-political and non-discriminatory manner;

·         Willing and be able to travel extensively and regularly to project sites and within China;

·         Experience in-group training, preferably using participatory methodologies;

·         An understanding of and commitment to, the aims of SC as an organisation working for social change and active in the promotion of the rights of the child;

·         A commitment to support for cross-organisational initiatives and to team working and understanding of how to contribute to this;

·         Ability to operate within a predominantly administratively self-servicing environment.

 

Desirable

·         A minimum of three years work experience in ECCD, or an education related field, e.g. education projects, preferably working experience in the area of education in NGOs;

·         Good report writing skills in Chinese and English;

·         Experience on project monitoring and evaluation, data collection and analysis.

The duties and responsibilities as set out above are not exhaustive and the role holder may be required to carry out additional duties within reasonableness of their level of skills and experience.
