TITLE: Senor Project Officer - Family Protection

TEAM/PROGRAMME: Programme Implementation

LOCATION: Guangzhou

GRADE: 4

CONTRACT TYPE: National only

CONTRACT LENGTH: fix-term

CHILD SAFEGUARDING:

Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.

ROLE PURPOSE:

To assist Head of Programme on planning, implementation, and monitoring of the Family Protection programme in China.


In the event of a major humanitarian emergency, the role holder will be expected to work outside the normal role profile and be able to vary working hours accordingly.

KEY AREAS OF ACCOUNTABILITY:

·          To be responsible for the management of Family Protection projects in China, contributing to design, planning, budgeting, monitoring and evaluation;

·          To be responsible for high quality donor reports and funding proposals;

·          To develop and maintain relationships with different local stakeholders, including government, civil society organizations, local corporates and media in order to strengthen family protection work and to share both technical and financial resources in the interests of greater efficiency and effectiveness;

·          To be responsible for creating and executing social media campaigns, both online and offline, that aim to change harmful social norms like violence and gender inequality.

·          To be responsible for planning and creating publications that effectively communicate the impact of our program to stakeholders.

·          To provide technical support and work with partners on implementing the project, and strengthen partners’ capacity to enable sustainability into future when Save the Children hands over the project;

·          To ensure monitoring, evaluation, accountability and learning is effectively incorporate into the project design and planning;

·          To support internal communications across SCI;

·          To comply with the requirements of Save the Children’s child safeguarding and other policies;

·          To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the team.

QUALIFICATIONS 

     A professional qualification at least master’s degree or equivalent in a related subject such as management, development, communications, sociology, education, psychology and or other related subject.

EXPERIENCE AND SKILLS

Essential

          A minimum of five years’ work experience in parent/adult education, communication, campaign, child development or related fields, preferably in NGOs;

          Knowledge of the project planning and the project management cycle;

          Strong communication, analytical and negotiation skills, and be willing to communicate with people of different backgrounds;

          Fluent in English and Mandarin, both spoken and written with good proposal writing skills;

          An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting;

          A flexible approach to work with good time management skills and the ability to priorities work and meet deadlines;

          Open-minded to learning from practice and other people, and be innovative in solutions;

          Willing and be able to travel extensively and regularly;

          An understanding of and commitment to, the aims of SC as an organization working for social change and active in the promotion of the rights of the child

          Able to carry out all appointed work in a non-political and non-discriminatory manner

          A commitment to support for cross-organizational initiatives and to team working and understanding of how to contribute to this.

          Ability to operate within a predominantly administratively self-servicing environment.

Desirable

          Experience in project planning and the project management;

          Strategic thinking and planning skills.

 

*** If a candidate does not meet all the experience and skills required for the Senior Project Officer position but shows exceptional potential, they may be offered the position of Project Officer.
