JOB TITLE: Disaster Risk Reduction (DRR) Project Manager

TEAM/PROGRAMME:  Disaster Risk Reduction (DRR)

LOCATION: Chengdu, Sichuan Office

Number of Positions: One

Grade: 3

Type of Contract:  Fixed Term


CHILD SAFEGUARDING:

Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; or because they are responsible for implementing the police checking/vetting process for staff.


ROLE PURPOSE:

Lead provincial level DRR projects, work closely with internal TAs in national and international SCI families, and assist on exploring and maintaining multi-stakeholders and partnerships in DRR working domains nationally and internationally. 


SCOPE OF ROLE:

Reports to: Sichuan Province Program Manager

If this role is a budget holder, approximately how much budget is the role managing: 500,000 USD annually

Financial Approval: Budget Allocation on General Funds over 10,000 USD

External Representation: Interpersonal contact regular and varied in both oral and written forms. Negotiation and representation with senior level representatives including government level decision makers, donors, wider SC community. 

Travel: Frequent (over 6 days per month)


Key accountabilities

·         To coordinate DRR projects in perspectives of proposal development, budget development and monitoring, process monitoring and evaluation, and report writing.

·         Actively support staff with project progress and financial monitoring, including reports and documents; and to ensure Donor, Member and Save the Children International compliance.

·         To ensure DRR concept notes and funding proposals align with response strategies, sector program plans, master budget and monitoring and evaluation frameworks.

·         To coordinate development of basic standards, toolkits, monitoring and evaluation to assist staff to deliver quality DRR projects via working with national and international advisors or experts.

·         To coordinate the DRR networking which provides contributions in capacity improvement perspective.

·         To explore national multi-stakeholders’ networking for nurturing DRR strategies in community, prefecture, regional and national levels.


Person specification

·         Strategic thinking and planning skills, including ability to set SMART objectives, agree priorities and evaluate impact.

·         Ability to communicate effectively at a high level with a range of appropriate styles for different audiences, in Chinese and English.

·         An understanding of and commitment to, the aims of SC as an organization working for social change and active in the promotion of the rights of the child.

·         Experiences working with high-level government agencies and academics on policy issues related to DRR.

 

Skills and Experience:

·         At least 6 years experience in project/program budgeting, implementation, monitoring, review and evaluation preferably from a child rights approach, ideally in disaster risk reduction and humanitarian response work, prefer international NGOs and international corporates.

 

Education:

·         Bachelor Degree (3 years + education post-secondary school) in DRR, Humanitarian Response, human rights, social science or equivalent fields. Master degree is desirable.

 

Communication and Technical Skills

·         Strong English communication skills, both written and verbal.

·         Excellent personal organisational skills, including time management, and ability to meet deadlines and work under pressure.

·         Willingness to travel to field offices and work in difficult environments according to travel requirements.

·         Knowledge and experience of working with government.

 

Management:

·         Strong people management skills/experience and proven ability to create an environment which encourages team-working and motivates a team across various geographical areas.

·         At least 3 years of management experience.

 

General:

·         Ability to work collaboratively with colleagues across the organisation developing effective working relationships to deliver outstanding results for children.

·         Commitment to and understanding of Save the Children’s aims, values and principles.

·         Willingness and capability to comply with all relevant Save the Children policies and procedures with respect to health and safety, security, equal opportunities and other relevant policies, including the Child Safeguarding Policy.
