CHILD SAFEGUARDING:

Level 1: the consultant will not have contact with children and/or young people, or access to personal data about children or young people, as part of their work; therefore a police check will not be mandatory unless the content or location of the role changes, in which case the Child Safeguarding level will be reviewed.

一级——工作中，该顾问不会与儿童直接接触或者触及儿童的个人信息；不强制要求警方的背景调查，除非工作内容或地点有变化，儿童保护级别也应当重新评估。

Background

Save the Children and Nanjing Community Development Center for Facilitators, Beijing Boyuantuozhi Child Development Centre and Guiyang Nanming Qiming Social Work Organization jointly applied for the EU DEVCO 2017 CSO development fund. Based on the needs of children at present, to improve the professional competency of relevant professionals, so that they can provide welfare and protection service to children. Facilitating the dialogue between local CSO and local authorities is one of the major outcomes, so that local CSOs can contribute to the generation of local policies regarding child protection (services)

背景

救助儿童会与南京协作者社区发展中心、北京博源拓智儿童公益发展中心和贵阳南明启明社会工作服务社共同申请了欧盟国际发展合作署2017年度的中国社会组织发展资金，希望从当前儿童的需求出发，提升儿童福利和保护相关专业工作人员的专业能力。促进当地社会组织和政府部门的对话也是主要目标之一，这样当地社会组织才能在当地儿童保护政策方面贡献它们的经验。

Purpose

QoS Tool is one of the part of the new Global Performance Indicator Monitoring System which is built by Save the Children and Save the Children International in 2010, it has provided the practical solution of monitoring and evaluating the Quality of service. Base on the child protection project cooperation between SCI and Nanjing Municipal Rescue and Management Station (Municipal Minors Protection Center), we found this tool would be a very suitable supplement and reinforcement of the present policies, for supporting the professional development of local CSOs which provide child protection services. So we have got the support of Municipal Minors Protection Center and will work together to promote this localization work.

2010年，救助儿童会成员机构和国际救助儿童会决定为所有国家办公室的儿童保护项目的设计和实施，建立一个新的全球成果指标监测系统。儿童保护服务机构服务质量评估是其中一项，它为儿童保护服务机构的服务质量监测提供了具体的解决方案。 基于在南京与南京市救助管理站儿童保护项目的合作，发现这一套标准的评测工具正是南京本地儿童保护服务的社会组织专业化发展的需要所在。因此救助儿童会联合南京市未成年人保护中心完成此项本地化工作，并通过政府相关部门的立项，成为南京本地儿童保护社会组织服务质量专业化发展的有益补充和助力的标准化评估工具。

Consultant Tasks

Consultants will be needed to attend localize workshops organized by SCI in Nanjing from May to Dec. 2020, through participating the localized work and providing suggestions and guidance. The consultant will also partly participate the QoS tool assessment practice, and take responsibilities of some drafting work.

顾问工作

在2020年5月至12月期间，参与救助儿童会在南京的儿童保护服务质量标准本地化工作。主要通过参与小组工作坊，在本地化工作推进过程中提供建议和指导以及文案本撰写工作。同时也将部分地参与工具的试点实践。

Timeline

1.      The exactly WORKING time may subject to change, due to co-deciding with local partners based on further communication, the procedure and requirement of promoting an official standard setting as well.

2.      The planned time will be adjusted appropriately according to the risk of epidemic and situation during the period of prevention and control on pneumonia caused by Novel Coronavirus.

3.      The official Nanjing QoS toolkit may need to be drafted by the assigned personnel by local standard authorities. If so, the consultant will not take the task of drafting final “Official Nanjing OoS toolkit”. The output will only include 1st Draft of Nanjing QoS Toolkit and Summary of practice Evidence for finalized draft.

时间安排

备注

1.      顾问实际工作时长可因与当地合作伙伴的实际沟通情况，以及在推进政府标准制定过程中具体流程及要求来定。

2.      以上计划的工作安排可因新冠疫情的在本地预防与管制措施要求而做相应调整。

3.      南京官方QoS工具包终稿可能需要由当地标准主管部门指定的人员起草。如果是这样，顾问将不会承担起草“官方南京OoS工具包”终稿的任务。产出仅包括南京QoS工具包的初稿和最终定稿的实践证据汇总。

Person Specifications required

Knowledge on child protection in China and other areas;

Knowledge on CSO’s development and child protection service provision capacity in Nanjing   Education background on social work and other relevant area;

At least 3-year experience of practice on social work and child protection;

Candidate familiar with local situation of child protection, or with the experience of local social work standard development is preferred.

要求

了解我国或其他地区儿童保护工作现状，

了解南京社会组织发展现状及儿童保护服务能力现状为佳；

有社会工作及相关的教育背景；

至少3年实务工作经验，包括社会工作和儿童保护;

熟悉南京当地儿童保护服务发展现状，有参与制定当地社会工作相关标准工作的经验者优先
