CHILD SAFEGUARDING儿童保护政策:

Level 2: either the post holder will have access to personal data about children and/or young people as part of their work; or the post holder will be working in a ‘regulated’ position (accountant, barrister, solicitor, legal executive); therefore a police check  will be required (at ‘standard’ level in the UK or equivalent in other countries).

 

Background项目背景

Save the Children (SC) has been implementing projects in China since the 1980s. The China Programme was relocated to Kunming in 1995 and Beijing in 1999. When the Law of the People’s Republic of China on the Administration of Activities of Overseas Non-Governmental Organizations (NGOs) in the Mainland of China came into force from January 1, 2017, SC was one of the first organizations to renew its registration in accordance with the Law of the People's Republic of China on the Administration of Activities of Overseas Non-Governmental Organizations within the Territory of China.

In terms of the work on youth development, SC has been implementing youth empowerment programmes for vulnerable young women and men since 2012. We started the first Adolescent Skills for Successful Transitions (ASST) project in Shanghai targeted at technical and vocational education and training (TVET) students, and gradually expanded the programme to Jiangsu Province, Guangdong Province, Sichuan Province, Yunnan Province and Xinjiang Uyghur Autonomous Region. Ten years' rich experience in operating youth empowerment programme across the country makes SC a leading organization in China to enhance the resilience of young women and men who are from migrant, rural or low-income families.

The current phase of the programme runs from 2022 to 2025 in Yangtze River Delta, Guangdong Province and Sichuan Province respectively.

 

 

Consultant Tasks顾问工作内容

 

From 15th June 2024 to 15th November 2024, the consultant is expected to support the youth development programme team to conduct and implement the youth development projects in Guangzhou/Shanghai. Major tasks include:

 

· To work with the project staffs for the management of youth development project in Guangzhou/Shanghai, contributing to design, planning, budgeting, monitoring and evaluation;

· To work with the project team for preparing and complete high quality donor reports and funding proposals in China;

· To work with the project staffs for developing and maintaining relationships with different local stakeholders in Guangzhou/Shanghai, including government, civil society organization, local corporates and media in order to strengthen youth development work and to share both technical and financial resources in the interests of greater efficiency and effectiveness;

· To work with partners in Guangzhou/Shanghai on implementing the project, and strengthen partners’ capacity to enable sustainability into the future when Save the Children hands over the project;

· To ensure monitoring, evaluation, accountability and learning is effectively incorporated into the project design and planning;

· To comply with the requirements of Save the Children’s child safeguarding and other policies;

To perform such other tasks and responsibilities as may be required from time to time in order to ensure the smooth running of the project team.

 

QUALIFICATIONS  职位要求

A professional qualification at least bachelor degree or equivalent in a related subject such as education, social work, psychology, sociology, development, communication, advertising and or other related subject.

 

EXPERIENCE AND SKILLS

Essential

· The candidate must obtain an undergraduate degree in social sciences or a related field.

· Knowledge of project planning and the project management cycle.

· Strong communication, analytical and negotiation skills, and be willing to communicate with people of different backgrounds.

· An energetic and proactive approach with the ability to work both independently and co-operatively within a team setting.

· A flexible approach to work with good time management skills and the ability to priorities work and meet deadlines.

· Willing and be able to travel extensively and regularly.

· Fluent in English and Mandarin; Fluent in both spoken and written English with good writing skills will be highly preferred.

· An understanding of and commitment to, the aims of Save the Children as an organization working for social change and active in the promotion of the rights of the child.

· Able to carry out all appointed work in a non-political and non-discriminatory manner.

· A commitment to support for cross-organizational initiatives and to team working and understanding of how to contribute to this.

· Ability to operate within a predominantly administratively self-servicing environment.

 

Desirable

· Experience in project planning and the project management.

· Experience in child development work or INGO.
